HISTORIC [Contents]


KEKAR is a Society of appraisal Accountant and Advice. On the legal plan it is a Society With Limited Responsibility registered to the register of trade of the courthouse of Lomé in the book 3 under the number 3018. KEKAR is member of the national order of the Experts Accountants and Accepted Accountants in Togo (ONECCA-TOGO).

The society has for object to exercise activities in the following domains : the appraisal accountant, the police to accounts, the survey and the management of projects, the formation and the organizational development, the management information system, the legal and fiscal advice, the advice in management, the finance and the microfinance, the Reengineering.

The social seat of KEKAR is situated to the 1680 Jean boulevard-Paul II to Lomé. The society has a branch in Benin (Cotonou ) situated to the C/3 Avenue CLOZEL in the CHITOU building in front of "Notre - Dame church". Formalities of implantation to Ghana (Accra) are in progress.

Since its creation KEKAR achieved several missions of audit, of organizational development, accountant aid, advices in management, formation, technical support, survey and institutional analysis of structures and projets/programs financed by the international financial backers, in this case the World Bank, the UNDP, the FENU, Women World Banking, International Plan, the BOAD, etc.

KEKAR has for mission to offer to the governmental and non governmental organizations, to commercial and industrial enterprises, best quality of consultation service in Africa and an environment of reward and self-congratulation to his collaborators.
To achieve this mission KEKAR makes available its appraisal through his internal organization and his different departments.

DIFFERENT DEPARTMENTS AND OFFERED SERVICES [Contents]


The cabinet arranges three (03) departments. Two (2) of them concern tea professional services (Appraisal Accountant, Tax system and Consulting) and the other concern administrative services (To see : Organization chart of the technical structure).

The Department Appraises Accountant and Tax system is composed of services Accountant Aid, Audit and Police to Accounts of Non Governmental and Governmental Organizations, Audit and Police to accounts of private societies and Tax system & Legal advice.

The Consulting Department include the following services : studies & Management of Projects, Finance & Microfinance, Formation and Organizational Development, Management Information System, Reengineering.
The Department in charge of Administrative Services and the Public Relations are composed with : Executive secretary, Relations with Consultants, General Services, Management of the web site.

Contrary to some competitor that are limited themselves to the big structures of development to the basis, having operated their transition toward the formal sector, KEKAR is interested in all structures, supporting organizations of development whatever their management level or their location.

Because of this specialization KEKAR has been designated to pilot MICROSTART project, (National Program of Micro finance Support in Togo that are financed by UNDP) in collaboration with "Alliance de Crédit et d'Epargne pour la Production (ACEP) ", Senegalese NOG of Micro finance.

Because of part his implication in development and support to the basis organizations of development, KEKAR became one of the first nationals institutions of service, with a sure appraisal concerning support to structures of local development, institutions of Microfinance in particular.

Micro finance department is directed and animate by a specialized expert group in sufficiently aware of problems of organization, management and backing of capacities of Decentralized Financing Structures.

At this day, KEKAR already supported about thirty development Micro finance organizations and development organizations.

TOTAL QUALITY AND QUALITY CONTROL CELL [Contents]


The Total Quality


It is the system that KEKAR put in place to satisfy its customers in quality, in cost and in delay. The strategy of promotion of the quality within the society include different actions:
better study of partner's desires ;

  • improvement of products and services conception;
  • review of conditions of production (of work) ;
  • increase of controls and follow-up ;
  • involvement of staff through meetings like circle of quality ;
  • interest and to encourage the staff by the institution of bonuses bound to the quality of benefits and the output.

    The KEKAR 's circle of quality is a group of specialists that meets monthly and as often that requires the evolution of activities. They mark shortcomings of a benefit, analyse reasons of it and propose solutions.
The Cell of Quality Control

This Cell is the realization of total quality vision. It is composed of executive staff of KEKAR chosen for their technical and linguistic expertise. All documents elaborated by the society transit inevitably by this cell for a meticulous survey. The objective is to answer efficiently to the various desires and preoccupations of customers and partners.

The management and process of decision constitute the context of expression and practice of good governance at KEKAR.

The management of society


The cabinet is managed by two main organs : the Statuary Management and the Council of Direction.

  • The Statutory Management

It is assured by a Manager named in accordance with the statutory arrangements. The Manager is the General Director of the society. He is helped in the exercise of his functions by the Vice General Director. The two form with the other partners the Council of Direction that is the highest process of decision of the society.

  • The Council of Direction

The Council of Direction is composed with all partners of the society. This Council is directed by a President elected for one renewable year. The Council of Direction elaborates policies, give of orientations and eve to their execution for a better management of the society. The Council of Direction meets once by quarter and as often that the evolution of activities requires.

Process of decision within the society


Process of decision is the official procedure of taking decision hold within KEKAR. It is articulated around five stages as indicates in the diagram :

Stage 1 : Creation / propositions of ideas and policies within the Direction and Council of Direction. These two organs elaborate a proposition concerning policies. Ideas and propositions can come from the inside or the outside of the society.

Stage 2 : Official introduction of the proposition and engagement of the process. Process of decision is engaged when a proposition is introduced by the Direction that writes down it to the agenda of the meeting of the Council of Direction.

Stage 3 : Exam and deliberation. The proposition is studied by the Council of Direction and can be modified before adoption.

Stage 4 : The decision. The decision (approval or dismissal) concerning a proposition or a project is the most often taken by consensus and sometimes to the exit of a vote.

Stage 5 : The execution and the follow-up of the decision or the return to the previous stage. When the proposition is approved, the necessary convenient arrangements are taken for its execution. In case of dismissal two alternatives are possible : the abandonment or the introduction to the Council for re-examination and the process restarts.
