The
third world economy and especially the african economy is
caracteried by its weakness and the poverty of its people.
Most of the development programs designed by African governments
have failed to significantly alleviate suffering in Africa.
Financial institutions created by governments to financial
rural areas did not reach the targeted population. It was
therefore necessary to rethink development programs.New
